Isolated Economies"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">If for the corporations that contract their services the economic reason for EPZs is competitiveness (<a href=\"https:\/\/locusterribilis.com\/en\/2026\/07\/04\/\u00a7-8-6-roger-me\/\" data-type=\"post\" data-id=\"1557\" target=\"_self\">8.6<\/a>), from the point of view of the factories themselves and the developing countries that allow them, it is the promise of industrialization. Since the 1970s, Third World countries have seen these zones of economic exception as a model for stimulating the economy by attracting foreign investment; a promise that has never come to fruition. According to Klein, the benefits that the developing countries offer to the big brands spoil this possibility. The processing zones are designed<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">as a fantasyland for foreign investors. Golf courses, executive clubs and private schools have been built on the outskirts of Rosario to ease the discomforts of Third World life. Rent for factories is dirt cheap: 11 pesos per square foot \u2014less than a cent. For the first five years of their stay, corporations are treated to an all-expenses-paid \u201ctax holiday\u201d during which they pay no income tax and no property tax. It\u2019s a good deal, no doubt, but it\u2019s nothing compared to Sri Lanka, where EPZ investors stay for ten years before having to pay any tax.<sup data-fn=\"36c1a363-acc4-4eb7-b15f-825b92b4b044\" class=\"fn\"><a href=\"#36c1a363-acc4-4eb7-b15f-825b92b4b044\" id=\"36c1a363-acc4-4eb7-b15f-825b92b4b044-link\">1<\/a><\/sup><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The reality is that given their nature of economic exceptions, these sweatshops engender a perpetual atmosphere of instability that sabotages the promise of industrialization and economic development. Their structures are transitory, made of temporary materials as if they were about vanish into thin air at any moment. Its workers live in a constant state of fear, intimidation and disillusionment. \u201cFear pervades the zones,\u201d says Naomi Klein, \u201cThe governments are afraid of losing their foreign factories; the factories are afraid of losing their brand-name buyers; and the workers are afraid of losing their unstable jobs. These are factories built no on land but on air.\u201d<sup data-fn=\"c530f4ae-f55c-42fa-bb02-89547f828f22\" class=\"fn\"><a href=\"#c530f4ae-f55c-42fa-bb02-89547f828f22\" id=\"c530f4ae-f55c-42fa-bb02-89547f828f22-link\" target=\"_self\">2<\/a><\/sup> In fact, in legal terms, export processing zones are barely tied to the country where they reside and neither the municipal government nor the country\u2019s police can enter their confines (for how can one enter a threshold?), which is why they all have their own private security forces. \u201cIf all this makes Cavite feel as if it\u2019s in a different country, says Naomi Klein,<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">that\u2019s because, in a way, it is. The zone is a tax-free economy, sealed off from the local government of both town and province\u2014a miniature military state inside a democracy.<sup data-fn=\"218795fd-4562-4d07-abbb-91c745aea58b\" class=\"fn\"><a href=\"#218795fd-4562-4d07-abbb-91c745aea58b\" id=\"218795fd-4562-4d07-abbb-91c745aea58b-link\">3<\/a><\/sup><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">It is with good reason that Agamben claims that a camp is what happens every time exception becomes the rule (<a href=\"https:\/\/locusterribilis.com\/en\/2026\/06\/23\/\u00a7-7-26-schutzhaft\/\" data-type=\"post\" data-id=\"1493\" target=\"_self\">7.26<\/a>, <a href=\"https:\/\/locusterribilis.com\/en\/2026\/07\/02\/\u00a7-8-4-bip\/\" data-type=\"post\" data-id=\"1545\" target=\"_self\">8.4<\/a>, <a href=\"https:\/\/locusterribilis.com\/en\/2026\/07\/04\/\u00a7-8-6-roger-me\/\" data-type=\"post\" data-id=\"1557\" target=\"_self\">8.6<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is a rather cruel irony that developing countries think that EPZs can bring any kind of economic benefit when legally they are but tenuously linked to the local economy. They can generate employment, but unstable, poorly paid and unprotected employment. They can bring \u201cindustrialization\u201d and \u201cprogress\u201d but at a huge social cost.
